ZEPNWT TWG ToR Collaboration across the CCS chain, risk and liability

The project is based on the liability (“liability”) that an operator is imposed / assumes in connection with CO₂ storage during operation of a project and after frying until the transfer of responsibility for a storage site from an operator to the authorities.

The issue is based on the EU Storage Directive and derived national regulations and laws. The regulations have been announced as a “stop” for commercial CO₂ storage of the industry that may conceivably carry out CO₂ storage by imposing on it, among other things, a responsibility for any undesirable events associated with a warehouse for up to 25 years after closure. There is today very little experience with both the authorities and industry with both enforcement of the regulations and possibly methods and tools that can be used in the process.

Project description summary
The work will help to uncover the risk and responsibility situation in CCS projects, which in turn can help to remove obstacles and create incentives and a basis for commercial models for CCS such as technology and emission reduction measures. A clear picture of risk and responsibility across the value chain will help reduce costs in a project, by, among other things, preventing double insurance. Finally, a joint European effort to map potential gaps or obstacles in the framework for transport and storage of CCS could lay a good foundation for further work on the issue nationally. A well-balanced distribution of risk and responsibility could contribute to commercial models for CCS, which is crucial for full-scale CCS

Applicants will participate in working group meetings under ZEP, both physical meetings in Brussels and web- and telephone-based meetings, for coordination of activities, discussion and information gathering. Furthermore, the applicants will participate in the study and writing work in the working group, and contribute to a final report that will be completed by the summer of 2018.

The purpose of the project is threefold; to help produce a report under ZEP that explains risk and responsibility across the value chain in a CCS project, support the projects ELEGANCY, ALIGN and Norwegian full-scale / Northern Lights and finally reveal about some of the topics covered in the project requires further work and clarifications in the future to remove obstacles to large-scale roll-out of CCS in Norway and Europe
