Cost effective transport and storage of CO₂ from Norwegian emitters

Background
Several emitters are currently actively working to find solutions to separate and capture CO₂ from their plants. One of the major challenges they face is how to evacuate the captured CO₂. This includes how to find cost-effective transport options and where to store the CO₂.

Goal
The goal of this study has been to obtain a qualified overview of the challenges and opportunities in transporting CO₂, from capture facilities to permanent storage, and to obtain a better overview of ongoing CO₂ capture projects related to schedules and CO₂ volumes.

Activities
The report is based on discussions in working meetings and input received from a broad member base – stakeholders from industry, energy, researchers and environmental organizations, as well as on existing work from the individual clusters and research environments.
Three seminars have been held on 12 March, 31 May and 24 June with members from the entire value chain. There has been a large turnout and good discussions at all meetings. In addition, meetings have been held with a number of individual companies and parts of the public funding entities.

Results
For CCS in Norway to be a success, it is crucial that the authorities:
• Have a clear policy, that clear targets are set for how much CO₂ is to be transported and stored.
• Establish effective public-private cooperation and let the public funding entities contribute to the development of the transport chain
• There must be access to land-based CO₂ injection terminals.
• There must be access to CO₂ storage on the Norwegian continental shelf
• There must be common specifications for the CO₂ flow
• There must be open access to national CO₂ infrastructure

If land-based injection terminals and storage capacity are not available, Norwegian CO₂ emissions will not be able to be stored on the Norwegian continental shelf.

Further Work
The results and findings from the project “Cost-effective transport and storage of CO₂ from Norwegian emission sources” will be presented at the National CCUS Cluster Workshop 2026, organized by CCUS Norway in partnership with Oslo Carbon Cluster and with support from CLIMIT – scheduled for 19 January 2026. At the workshop, the findings will be shared with participants, including Norway’s regional CCUS clusters, value chain actors, and broader societal stakeholders.

In addition, the project results will serve as a foundation for establishing a new national industry forum under CCUS Norway: the National Forum for CCUS Infrastructure and Value Chains (Nasjonalt Forum for CCUS-infrastruktur og verdikjeder). The forum, which is currently under development, will focus on technical development, coordination, and knowledge sharing related to CO₂ infrastructure from capture to storage. Through a series of workshops and seminars, the forum will work to elevate key insights and recommendations to the political level in Norway.
